Citizen Services AppDevelopment

Citizens want to report a broken streetlight or pay a bill without queueing at an office. We build public apps that are simple, secure and accountable.

Citizen Services App Development: what the work involves

A citizen services app puts government and municipal interactions on a phone: reporting potholes and garbage, paying property tax and utility bills, applying for permits, and receiving notices. The business problem is both service and accountability. Departments are flooded with calls and visits, while citizens never learn what became of a complaint.

DevKey builds these apps with secure login, a complaint workflow that routes each report to the right department with a tracking number, and an admin console for staff to assign, update and close cases. Photos and map pins attach evidence to reports. Payment and document modules integrate with existing billing systems through APIs, and every screen is available in Urdu with accessible design.

What we build

Core features

01

Complaint reporting with location and photo

A few taps to report an issue with a map pin and picture, automatically categorised and sent to the responsible department.

02

Case tracking and status updates

A reference number and a visible timeline from received to resolved, with notifications at each stage and a rating on closure.

03

Bill and fee payment

Property tax, water and licence fees paid through integrated channels, with receipts stored in the citizen's account.

04

Applications and document upload

Digital forms for permits and certificates with document upload, checklists and clear status, replacing repeated counter visits.

05

Notices and emergency alerts

Targeted announcements by area, such as road closures, water shutdowns and weather warnings, delivered by push and SMS fallback.

06

Staff console and analytics

Assignment, escalation and service-level views for officers, with heatmaps of complaints that help plan maintenance.

Planned for

What we get right before launch

Identity and data protection

Citizen records are sensitive. We use verified phone or CNIC-based login where permitted, minimise stored data and keep audit logs of who accessed which record.

Integration with legacy systems

Many departments run old billing and records systems. We assess available APIs or databases first and design adapters rather than promising direct replacements.

Inclusive access

Not every citizen has a smartphone or reads English. Urdu and regional language, large text, simple flows and an SMS or call-centre fallback widen access.

Citizen Services App Development FAQ

Common questions, answered

How are complaints routed to the right department?

By category and location. A pothole in a given ward goes to that ward's road team, with escalation rules if it is not acknowledged in time. Administrators can adjust routing as responsibilities change.

Can the app connect to our existing billing system?

Usually, if the system offers an API, database access or file exchange. We review it during discovery and build a secure integration, and flag early if the legacy system limits what is possible.

Is the app accessible to non-English speakers?

Yes. Full Urdu with right-to-left layout is standard, with other languages added as needed, plus large text and simple icons. SMS-based reporting can supplement the app for feature-phone users.

How do you keep citizen data secure?

Encrypted transport and storage, role-based staff access, audit logs and minimal data retention. We also review hosting location and policy requirements that a public body may impose.
